Quality medical care begins with skilled, experienced and
caring professionals. All volunteer medical professionals will be screened
to assure they have appropriate credentials, licenses and continuing
medical education necessary to practice safely and with a high degree of
professionalism.
Moreover, all volunteer – both medical and non-medical – will
receive training and orientation prior to beginning their service at the
Clinic in order to maintain a safe environment, high quality medical care,
and a caring atmosphere for all patients visiting the Clinic.
Community of
Hope Health Clinic will participate in and comply with the Free Clinic
Federal Tort Claims Act (FTCA) Medical Malpractice Programs described in
Section 194 of the Health Insurance Portability and Accountability Act of
1996 (HIPAA), the effect of which will provide the Clinic’s volunteer
health care professionals with immunity from medical malpractice lawsuits
resulting from their subsequent performance of medical, surgical or related
functions within the scope of their work at the free clinic. In other
words, claimants alleging acts of medical malpractice by the volunteer
health care professional will be required to file any claims against the
United States of America (as opposed to against the volunteer
individually), and payment of any claim is subject to Congressional
appropriations for the program.
